Henry Morgan has officially announced that he will seek re-election as Prosecuting Attorney for Clark County.

Morgan was elected Prosecuting Attorney for District 9-E in 1992. He has served in that position for the past 13 years. He is a former President of the Arkansas Prosecuting Attorneys’ Association.

Morgan has worked to improve service in the justice system by instituting and advancing innovative programs. In his last term Morgan pressed for and obtained a Drug Court for Clark County. In this program, a new state funded drug counselor, probation officer, and one staff person operate the Drug Court for drug users. If an offender successfully completes the program then the charges against the offender are dismissed.

Morgan, with the help of our legislative delegation, has made the office of Clark County Prosecutor a full time position. This change will enable the prosecutor to devote his full efforts to the prosecution of criminal cases and to keep down conflicts.

The Clark County Hot Check Office is a part of Morgan’s Office. The Clark County Hot Check program remains the top Hot Check program in Arkansas. 

Morgan, as prosecutor, brought a strong Victim Assistance Program to Clark County. His office now includes 3 Victim Assistants to aid victims in receiving restitution and keeping up with their court appearances. Victim Witness Coordinators assist in obtaining no-contact orders and orders of protection. They also aid by accompanying victims to court or parole hearings, as well as finding shelter and other services for victims of crime.

Morgan has worked to obtain grants that will revamp the juvenile programs available to Clark County. He has helped to obtain grants for week-end probation work details for offenders, school Resource Officers for Arkadelphia, and a summer work program for young people seeking summer jobs. He is presently working with others for a Resource Officer for Gurdon schools.

Morgan explains that the Clark County Prosecutor’s office has obtained notable achievement under his leadership. “We consistently maintain an extremely high conviction rate. Our county enjoys nearly ½ the crime rate of other counties our size which is attributed to good law enforcement and vigorous prosecution. We make sure every non-violent offender receiving probation also gets community service tacked to his sentence. This is one way for those who have committed a crime to contribute to society. I am very interested in helping those who get in trouble gain the skills for meaningful employment after their service is complete. For those who are sent to the Department of Correction, we recommend a reduced sentence if they will successfully complete a state-certified vocational school while there. This has resulted in Clark County prisoners having one of the highest Vo-Tech completion rates per capita in Arkansas.”

Morgan enjoys a good working relationship with the law enforcement agencies in Clark County and sponsors annual joint seminars for all police forces. Morgan said, “I have worked hard to make this office the best it can be for the people of the county. I hope the people will give me the opportunity and honor to continue to serve them for 4 more years. I look forward to meeting with the people of the county and defending my record.”
